On the 17 February this year, Busia District hosted a team of 12 ministers and a number of technocrats from respective ministries who accompanied the Rt.Hon.Prime Minister of the republic of Uganda, Robinah Nabanja to pre launch PDM in the district. The prelaunch was concurrently conducted in three districts of Busia, Tororo and Butaleja and involved teaching of the local leaders about PDM as well as mobilise them for the final launch by the president this year. The PDM programme targets the poorest of the poor and the 39% who are the subsistence economy and shall be implemented using the parish model approach.
What is the PDM?:
- Government of Uganda’s strategy/vehicle for accelerating wealth & job creation, and improving service delivery.
- The parish serves as the epicentre for planning, budgeting and service delivery by both the State and Non-State Actors.
- The PDM implements NDPIII at the grassroots. It is an extension of the whole-of-government approach to community development.
- PDM underlies the spirit of harmonisation of Government interventions for deepened decentralisation of service delivery. Every MDA focuses on; delivering services closer to the People with Measurable results at the Parish level in order to ensure socio-economic transformation of the Subsistence Households into the money economy.
- This transformation requires organized, integrated, well-coordinated and results-based efforts.
- Initial focus is to get Ugandans out of the subsistence economy into the money economy within 5 years.
The Goal of the PDM.
- To increase household incomes and improve the quality of life of Ugandans with a specific focus on the total transformation of the subsistence households (both on-farm and off-farm, in rural and urban settings) into the money economy, as well as eradication of poverty and vulnerability in Uganda.
- This is aligned to the Goal of the NDPIII.
- The ultimate target is inclusive, sustainable, balanced and equitable socio-economic transformation.
THE 7 OBJECTIVES OF THE PDM
- Increase production and productivity throughout the entire value chain, from production to post-harvest handling, value addition, transportation, storage and marketing.
- Provide the necessary social and economic infrastructure to support production and livelihoods.
- Increase participation of the households in the financial sector.
- Provide accessible and quality social services at the community level.
- Increase awareness, mobilisation, organisation and attitude change among the population to embrace progressive society norms and values and take responsibility to improve their own livelihood and incomes.
- Maintain a community information system that will provide administrative and economic data at the Parish level and enable the local authorities to use the data for planning and development.
- Deepen decentralisation by strengthening governance and administration of the localities and build a culture of transparency and accountability
- PDM through the 7pillars is here to transform Busia and the entire Uganda's economy from subsistence into a middle status economy by empowering the communities to plan and prioritise their needs in a bottom up approach.
